In the Hunger Games, the powers that be are afraid Kateneiss is a symbol of their destruction.  So they try to vilify (make a villian) her in her world.  I know how she feels. But she is the Mockingjay.  Her song is a metaphor. She sings that anyone who follows her will find themselves going to a dark place in order to get to their freedom.  And they may lose their life (along with her) in pursuit of that freedom.
